Introduction and Background With macroeconomic stability regained, decentralization carried out more smoothly than anticipated and more budgetary flexibility to be expected in coming few years, this is an opportune time to explore options for the best possible use of Indonesia’s public resources. Future demands for public expenditure analysis are likely to grow given: (i) the increased role of fiscal policy in supporting growth; and (ii) the challenges the decentralization process has posed to managing and analyzing public expenditures. The government, local research institutions, and World Bank have jointly launched the Initiative for Public Expenditure Analysis (IPEA), a multi-year (programmatic) exercise of public expenditure analysis which aims to meet those demands for analysis and capacity building. This includes a Public Expenditure Review (PER) and Impact of Fiscal Policies analysis. Up to date, the IPEA team has delivered a large amount of valuable policy notes, papers and reports and is now planning to continue deepening its current work on a sectoral basis, particularly the social sectors (health, education) as well as infrastructure and agriculture PER to follow up some of the findings and recommendation. Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 2 year renewable term appointment. Note: A potential candidate has been identified and intends to apply for this position. Duties and AccountabilitiesBecause of the increasing demand as described above, the Macro and Public Expenditure Analysis (MPEA) cluster is enhancing its capacity by hiring a Research Analyst who has the following role and responsibilities; Scope of Work The Research Analysts will be an integral part of the MPEA cluster, and will also offer support to other country team members as needed. He/she will coordinate and work with other research analysts and economist in the MPEA cluster. Specific responsibilities will include : a. Main author and analyst of the study of Distributional Impact of Fiscal Policies, a just-in-time request by IPEA; b. Drafting and analyzing public expenditure data for Policy Note “Trend in Subnational Spending” of the Sub National Public Expenditure Review; c. Supporting the analysis and write-up of “Co-financing Mechanisms at the Subnational Level” policy note; d. Providing research support and drafting report sections to the overall public finance and expenditure analysis, currently the Infrastructure PER. e. Keeping track and updating of both aggregated and detailed central government budget (APBN) information from MoF, as well as sub-national database that consists of basic fiscal and non-fiscal indicators over a period of time; f. Updating, managing and extracting relevant microeconomic data from Sakernas, Susenas, SUSI and Statistik Industri, PODES, BPS, GDS, Population Census (BPS); g. Preparing brief descriptive notes on the data sets, and prepare brief analyses using standard software packages (STATA, Microsoft Excel); h. Improving the WBOJ economics team’s understanding of selected economic indicators by interacting with personnel from key data producing agencies, collecting detailed information on series construction and systematically documenting this information; i. Working closely with WBOJ senior researchers on public finance and decentralization-related research, especially with regards to fiscal decentralization issues; j. Contributing to the fulfillment, in a timely and accurate fashion, of the various mandatory reporting requirements and mandatory contributions to the World Bank’s global databases; k. Supporting the collection of relevant documents such as decentralization laws, regulations, and government reports. Reporting Procedures The Research Analyst will report to Senior Economist/Task Team Leader at the World Bank Office Jakarta and will be supervised by Economist, Public Expenditure Sub-cluster leader. Modalities of assignment The position is a Coterminous appointment position with 1 year period. The assignment is expected to start on May 2011 until May 2012.

Selection CriteriaMinimum Qualifications • Master degree in Economics, Statistics or related discipline • At least 3 to 5 years relevant work experience • Excellent data skills and familiarity with statistical methods and standard econometric software packages (STATA) • Familiarity with key Indonesian economic series and data sources • Ability to interact effectively with government, civil society stakeholders, international teams, and work well across organizational boundaries; • Good English speaking and writing skills; Fluent Indonesian language skills. • Ability to put together clear and crisp presentations • Good team worker, self-motivated • Pro-active and enthusiastic personality • Proven track-record of delivering high-quality analysis in a timely manner.
